Kyrgyzstan

1.Introduction

The Government of the Kyrgyz Republic has started the implementation of the Japanese Grant Aid for Human Resource Development Scholarship (JDS) by the assistance of the Government of Japan in Japanese Fiscal Year 2006.
The objective of the JDS Project is to provide Kyrgyz citizens with opportunities for obtaining master's degree at Japanese universities in order to support human resource development policy of the Government of the Kyrgyz Republic, and eventually to extend and strengthen the bilateral relationship between the Kyrgyz Republic and Japan.
For this purpose, JDS fellows are obliged to return to the Kyrgyz Republic after obtaining the master's degree in Japan, and work for their organizations they belong to for at least 3 years upon their return.
The target groups of the JDS Project are young civil and municipal servants who are expected to play leadership roles in the development of the Kyrgyz Republic.

2.Qualifications and Requirements

1)  Nationality: Citizens of the Kyrgyz Republic

2)  Age:  Thirty eight (38) and under, as of April 1, 2010. (Those who were born on/after April 2, 1971)

3)  Academic Background: Those who have completed the undergraduate level education.
*The applicant who loses his/her occupation of the civil or municipal servants before the end of selection, regardless of any reasons, he/she can not proceed with the selections of the JDS program.

4)  Language Proficiency:
International / Institutional TOEFL (PBT score 500, CBT 173, iBT 61 or above), or IELTS score 5.5 or above.
*Holders of valid certificate issued after April 1, 2008 will be exempted from taking TOEFL during Second selection.
*Applicants who have already taken TOEFL500 or above at the second stage of last year's selection will be exempted from taking TOEFL at the second stage of this year's selection.

5)  Health: Applicants must be mentally and physically in good health

6)  Others:
  • Enlisted military personnel cannot apply for JDS.
  • Applicants who have already studied or are scheduled to study in a foreign country in order to obtain a degree of Master under foreign scholarship cannot apply for JDS.
  • To be eligible for a scholarship, applicant must be in good condition physically and mentally since the time of application to the time of return to the home country after completion of his/her course in Japan. At the time that the scholarship is awarded, JDS fellow must dedicate himself/herself to the study program of the university he/she attends to. Therefore, in case there is a drastic change in fellow's health condition (e.g. pregnancy, etc.) before his/her departure to Japan, and if university considers his/her condition not suitable for the pursuit of academic goal, scholarship may be cancelled, based on the decision/guidance of university.
  • JDS fellows will be required to attend preparatory language training in Bishkek for about 2 months on full time basis prior to departure for Japan. The training will start in April 2010. The scholarship may be cancelled if JDS fellows fail to attend the preparatory language training or fail to arrive in Japan by the appointed date.
  • The Government of the Kyrgyz Republic will ask the fellows to sign and submit the 'Contract' to follow the conditions deemed necessary as scholarship fellows under the JDS project. If a fellow violates any articles of his/her agreement, the scholarship may be cancelled and other necessary steps will be taken.

4.Application Procedure

Applicants must fill out completely an application form, referring to its Application Procedure.
a. Place to submit the application form: JICE JDS Project Office in the Kyrgyz Republic
b. Deadline:
-Deadline: NO later than 16:00 on October 23rd, 2009
-Application form sent by facsimile is not accepted.
-Application form missing the deadline, missing necessary documents and/or containing any false statements/documents shall NOT be accepted. It is your responsibility to be in time to collect all the necessary documents regarding applying for JDS program.
c. Applicants must choose one accepting university/course, considering the field of study, Master's degree to be obtained and the Common Agenda for each field of study.
d. Once submitted, application documents will NOT be returned.
e. Any question about the result of selection is not acceptable.
f. No direct inquiries to universities in Japan shall be allowed.

5.Selection Procedure

a. First Selection (Examination of Application Documents)
-Submission sent by FAX or E-MAIL will NOT be accepted.
-Application documents will be examined by the faculty members of your choice of university.
-Only successful candidates will be informed of the selection result.
-Any inquiries regarding the result of the 1st Selection will NOT be entertained.
b. Second Selection (English Proficiency Test and Math Test).
-Candidate will be required to sit for TOEFL test in December 2009, except for those who submitted a valid official certificate.
-Every Candidate will be required to sit for Mathematics Test at this stage.
-Only successful candidates will be informed of the selection result.
-Any inquiries regarding the result of the 2nd Selection will NOT be entertained.
c. Third Selection (Technical interview)
-Each Candidate will be interviewed in Bishkek City by the faculty members from the accepting university in January 2010.
-Each candidate will be required to take a medical examination at a designated hospital before this stage (Tentative).
-Only successful candidates will be informed of the selection result.
-Any inquiries regarding the result of the 3rd Selection will NOT be entertained.
-No direct inquiries to universities in Japan shall be allowed.
d. Final Selection (Comprehensive Interview)
-The Operating Committee members of JDS in the Kyrgyz Republic will interview each candidate in February 2010.
-Only successful candidates will be informed of the selection result by mid-March 2010.
-Any inquiries regarding the result of the Final Selection will NOT be entertained.
e. Remarks
Successful candidate who passes the Final Selection will be required to apply for the desired university. It is only upon admission to the university that each candidate will be considered as JDS Fellow.

8.Tentative Schedule of JDS Program

a. Closing date of application will be 16:00 on October 23rd, 2009
b. Pre-departure Briefing & Orientation in Bishkek: around from the beginning of April to the middle of June, 2010.
c. Time of leaving for Japan: around the beginning of July 2010
-The scholarship fellows are requested to submit a contract.
-The scholarship fellows must participate in Japanese training in Japan from middle July to August or September 2010.
-The scholarship fellows enter each accepting university in September or October 2010.
-After the entrance to an accepting universities, it is not approved to change neither a field of study nor an accepting universities.
